Yes, we are not talking about progress bars but progress animations.
For example, when you open the log dialog, then select a file from the
changed-files-list at the botton, right-click and choose "open" or
doubleclick on it, TSVN has to fetch that file. It will show a small
dialog with a progress animation during that time.
That dialog also has a progress bar, but that's not what we're talking
about here. We're talking about the animation that is shown in that dialog.

Just grab the latest nightly and try my steps mentioned above, and you
will discover what we're talking about :)

I can't reproduce that here. Problem is, the crashreports don't really
work in the nightly builds because the crashrpt.dll is not shipped with
those. You get the dialog because the dll is present from your previous
installation of TSVN, but that dll was linked against another version of
the crt and therefore doesn't really work. Check the zip file it
attaches to your mail: it's only 3kb in size.
So:
where exactly does it crash? Right after you click on OK? Or right when
the progress wait dialog pops up? Or when TortoiseBlame is started?
Is there maybe something special in your file which you try to blame?
Where/How did you start the blame exactly (log dialog, working copy, ...)?
