This isn't at all related to TortoiseSVN, you're using a different client
(and if it were, the appropriate mailing list would be the "users" list, not
the "dev" list).

That said, the problem is that you have a unresolved conflict (see the svn
manual and/or the AnkhSVN documentation about conflict resolution).
