Cannot install current version due to active Windows Explorer

When I try to install the current version of TortoiseSVN in Vista, I get an
error that it cannot continue because some files it needs to access are in use
by Windows Explorer.
Unfortunately, as you may know, I cannot kill the Windows Explorer process to
release those files to the install program lest I lose the ability to do
anything on the computer, which includes install the current version of
TortoiseSVN.

Please let me know what I should do to get this resolved.
