Ignored, unversioned files cause directory to show as modified

When the option "Unversioned files mark parent folder as modified" is enabled,
ignored files continue to trigger that state.

Since it seems like the point of ignoring files is to stop them from being
committed and the like (for instance .pyc files when working with python), I
feel it should check unversioned files against the ignore list before triggering
the modified flag.

Just my two cents ;)
