Bug in commit dialog with drag and drop

From: Mark Robinson <mark.robinson_at_mizar.com>

I think I've found a bug/misfeature.

In the commit dialog, there is a list of changed files. The dialog
allows the user to drag and drop the files to other points in the file
system. This is a great feature, the problem is that the action
performed is a move, not a copy. So the user ends up moving out changed
files from their local copies to where-ever they dropped them. Now, if
the user does this then the commit will fail(can't find file). Can the
default DnD behavior be changed to copy or ask the user which action
they want?
