Added files/folders not listed in commit dialog for network locations

One more...

I just updated from 9675 to 9806 and it appears that the commit dialog
no longer shows added files or folders when you try committing from a
network folder that contains the modifications. If you try selecting
only the file or folder that was added and then choose "SVN Commit" it
will then show up in the commit dialog.

I only get this behavior when dealing directly with a network location
(\\home\proj$). Mapping the same location to a drive letter and then
using that drive letter to commit works as expected.

"Check for modifications" correctly shows the files as being added.

One other thing I noticed is that on the network location commit dialog
I see a warning that claims I have changes inside directories included
with svn:externals. The warning does not show up in the commit dialog
for the drive letter, and no directory in that path (from root until the
file) has svn:externals set as a property. Other changes from those
directories are showing up, just not the added files/folders.
