As Stefan said, this is a Windows thing. I think they started doing it
with WinME or Win2K.

If you always want accelerators underlined, go to your display
properties and find something labelled "Effects"; it's a tab pre-WinXP,
and a button with its own dialog box from WinXP onward (I think it's
under the 'Apperance' tab, but I'm sitting at a Win2K machine right now,
so I could be wrong). There should be a checkbox labelled "Hide
keyboard navigation indicators until I use the Alt key".
