New message for old but still perfect translations

Hi Lübbe,

At http://tortoisesvn.net/translation_devel_doc page there are several
translations with exclamation mark although these stats are at 100%. I
agree that these translations are rather old, but I think that these
translations don't need a maintainer since they are Perfect :-)

I would suggest a new message in such a case: "Vintage translation.
And it's still perfect :-)"
