The translation status is correct :)

msgfmt --check-accelerators Tortoise_zh_CN.po
Tortoise_zh_CN.po:6059: msgstr lacks the keyboard accelerator mark '&'
msgfmt: found 1 fatal error

If you look at line 6059 of the .po file you will see that there was a '%'
instead of a '&' as the accelerator.

Fixed in r9125
