suggestion: make tortoiseplink.exe available independently

I occasionally see people using tortoiseplink as the ssh client for
the svn command line (since it has the nice property of not opening a
console window). So it occurs to me: it would be convenient for those
people if tortoiseplink was somehow available separately -- so that
they could install it without installing all of TortoiseSVN. Could
this be done?
