There is only one .po file for all TortoiseSVN applications, that's why you
couldn't find one fort TortoiseMerge alone. If you check
http://tortoisesvn.net/translation_devel_gui you will see, that the
Brazilian GUI translation is almost complete. It should be easy for you to
get it up to 100%.

Wow. That's a lot of work. I hope that you will get some support from the
brazilian community in translating the docs.
