That's by design. When not all revs are shown, those revs which
represent HEAD are added to just indicate that. But there they're
special because they wouldn't ordinarily show up (they're not part of
the copy/rename/move stuff).
When you show all revisions, those HEAD revs are like all other revs
which are shown without having copies/moves/renames.
