There's a big difference when you do a task from a windows machine or
when you do the same from the linux machine where your repository is
hosted. If you really want to compare two clients, you have to use the
svn command line client on the same machine as you use TSVN. Everything
else can't be compared.

This is a server issue. You should ask these kinds of questions on the
Subversion mailing list.
