Since you are a single developer you might want to have a look at
the global-ignores configuration option:
http://svnbook.red-bean.com/en/1.1/ch07.html

You can enter your patterns via TortoiseSVN->Settings/General,
Subversion configuration file.

"global-ignores" is a local setting, it is not populated
to the repository or other machines you might have WCs on.
