[Req] Periodic repository checks?

Hi, band, I guess it is not uncommon situation, our svn server is
"local" and quite a bit of people are constantly working with it, lot of
projects lot of common fliles, mess. It happens almost every 2-3 days
that someone has commited changes, other have forgot to check repository
for modifications and a conflict arises. Can it be made that tsvn
refreshes the cache from the repository (via svn setting on the folder
for example) on a shedule, for example every half an hour or so? Not a
general available option cuz it will overload public servers, but
available only for "local" adresses, either file-based repository or
some that resolve to 10.10.*.*, 192.168.*.* or 127.0.0.*?
