[PATCH-FEATURE]: vertical/horizontal window maximization

Hello!

One small feature, I often miss in Windows, is the ability to maximize a
window only in one dimension.

It's, in particular, useful for windows with some sort of log in it.

The attached patch will illustrate this feature - it adds ability of one
dimensional maximization to the tortoise's log window.

To maximize the window vertically, click the standard maximize button
with the middle mouse button. To maximize horizontally, click the right
button.

If you like the idea, I can add the feature to some other tortoise's
windows, where it's appropriate.
