Readonly externals

I know this is probably the wrong mailing list but I thought someone
might know anyway. Is it possible to checkout from a repository using
the svn:externals property but mark that working copy as readonly? Does
the WC format support such a notion?

Basically I want to be able to share common code in various different
project but make sure that changes are only made on the common code
project.
