Suggested change in GUI to edit context menu items

Hi,
    Currently the GUI to edit context menus
(TortoiseSVN->Settings->Look and Feel) lacks following options -
    1. Change position of a menu item (up/down)
    2. Add separator at arbitrary place

These can be added by making dialog act like windows explorer toolbar
customization dialog box. I have attached a mockup of this dialog
along the lines of toolbar customization dialog.

Also there is a minor bug in current code which displays two
consecutive separators (marked in red in the attached image) when all
the menu items between them are either moved to context menu.
