I verified I was using TSVN 1.4.3. However, I goofed up when updating the command line and was still using 1.3.2. After I updated to SVN 1.4.3, I saw the same problem as TSVN when accessing the repository via https.

This does indeed fix it, but defeats the purpose of kerberos (single sign on). It's a good work around for now. Thanks.
