Unless I am mistaken I think the server is giving the desired behaviour by not
giving an error. If you think about this logically, the section inaccessible
to those not in a developer group is for the developers to use personally. All
anonymous users would not need to see it and so would not be expected to enter
credentials specifically on a checkout, rather it just ignores it. Therefore,
whether or not the server acknowledges a secure part of the trunk and gives an
'access-denied error' is not the issue, in my opinion.

There should be an option to provide credentials for a checkout irrespective
of whether or not there are 'group-only' parts of the trunk. This is quite
easily doable using the svn command line client, probably for the reasons
described above, and I think it is a necessary addition to tortoise. It's not
a very big or important feature, but blaming it on the server and relying on
it to give potentially needless error messages to 95% of the people checking
out as opposed to allowing people to login during the checkout seems an
unwise choice to me.
