Sorry, here is what I did (with TortoiseSVN 1.4.1, Build 8533):
1) Open commit dialog with some files to commit.
2) On one of files, select 'Create and add to changelist', enter any
changelist name, e.g. 'test'

What happens:
File list displays only newly created changelist with one file in it.

What I expected:
File list displays all the files and changelists it contained after
opening dialog, with the selected file in its own changelist. This is
exactly what is displayed if you hit F5 on the incorrect one-file
list.

Sorry, maybe it is my imagination or the fact that my native language
is Russian, where such a construct would be grammatically incorrect.
It seems ambiguous between

"Create [something] and add [it] to changelist" and
"Create [changelist] and add [something] to [that] changelist".

Perhaps 'Create changelist and add to it' or 'Add to new changelist'
would be better. Anyway, I prefer <new changelist> submenu item I
described below, so if you agree, this discussion is moot.

Ok, but I think this would be much better handled with a simple
drag-and-drop between changelists. Even dragging groups of files can
be implemented, if you deem this feature worthy ;-)
