wish: Add option to create missing directories in .svn or _svn dirs

Hi,

I have tested a small tool that tried to clean unneccessary files from
my computer. Unfortunately it deleted also the tmp directory from my
_svn dirs in the SVN repositories. The repository is damaged now and
cannot be fixed as easy as expected.

I would suggest an option that would re-create the missing (empty)
directories in the .svn (or _svn) dirs.
