That's because if the selected language pack is not installed or not
compatible (i.e. different versions) then the shell extension resets the
language to english. It does that if it finds that it can't load the
correct language dll, to avoid retrying constantly loading a
non-existing or incompatible dll it resets to english.

I think I could add some timeout so that the shell doesn't have to retry
loading the language dll too often.
