Automatically updating a shell extension is dangerous. Because it needs
a restart of the shell and every app that uses shell controls (e.g. a
"file open" dialog). Since the shell can't be restarted without the user
at least logging off, automatically updating would force the user to do
just that, and maybe at a time which isn't really suitable for the user.
