Confirmed. It seems the spellchecker package installer
checks for the 32 bit registry paths only.

Workaround: Install TSVN 32 bit and the spellchecker
(work perfectly side-by-side with the 64 version).
Copy the *.aff and *.dic files from

        C:\Program Files (x86)\TortoiseSVN\Languages

to

        C:\Program Files\TortoiseSVN\Languages
