If you remove the parameter /notempfile from your call to tortoiseproc.exe
it will assume the file specified by /path to be a file containing a list
of file names. This must be unicode encoded and separated by new lines.

Be aware that the internal interface may change. This will be the case when
http://issues.tortoisesvn.net/?do=details&id=298 is implemented.

Set HKCU\Software\TortoiseSVN\Debug to 1 for TortoiseSVN to show you the
parameters it gets from the shell extension part. Have a look at the file
generated in the temp directory.
