sure it runs on windows - TSVN is a windows Subversion client, how else
could we built it if not on windows? :)
We use Nant (nant.sourceforge.net) for our build scripts. The one that
creates our translated dlls and the setup.exe for those is here:

No, that's how it could be done. But read what I wrote after that (I
already admitted that it *could* be done). The problem is not how to do
it, but how to do it by avoiding other problems. An example:
original menu text
MyMenuText - Ctrl-M
YourMenuText - Ctrl-Y
now the translator comes and translates those to
ABCD - Ctrl-A
ADCB - Ctrl-A
See the problem? If the translation uses words that start with the same
char even though the original text doesn't, then with your approach you
had two menus with the same accelerator.
Also you must keep in mind that just using e.g. the first char of a menu
entry for the accelerator is dangerous. In my example above, Ctrl-A is
then used in the translation. But Ctrl-A is usually used for functions
like "select all". You don't want to overwrite those.
