Tooltip is blinking when browsing the (FSFS) repository

Hello,
 
When browsing the repository (FSFS), if the name is followed by ellipse, the tool-tip showing the full path blinks. I guess it should only show the full path as long as the mouse pointer is located over the partial path name. I attache a picture that show coming up tool-tip that keeps blinking.
 
My configuration:
- System: WIndows XP service pack 2
- Architecture: x86 32 bit
