TortoiseMerge crashes on 0x1A character

Hello,

I found this bug just by accident - one of my files had Microsoft's
EOF (CTRL-Z) at the end.
TortoiseMerge crashes while comparing this file.

Version: 1.4.0, build 7873

I attach two tiny files to compare.
