That seems backwards -- if the server's name is bdesvn, and the user's
name is k3171156, I'd expect the URL to be
"svn+ssh://k3171156@bdesvn/BMS".

I can't explain why it works with the command line, but try switching
the user name and server around, and see if that makes it work with
TortoiseSVN.
