Add /line parameter for TBlame when called from TortoiseProc

Hi folks,

Issue 214 added a command line parameter to TBlame to allow jumping to a
specific line. However, we don't publish the command line interface for
TBlame, because the files it uses (blame file, and log-message file) are
first generated by TortoiseProc, so calling TBlame directly is not easy
to do.

It would be more useful to allow TortoiseProc to forward a /line:nnn to
TBlame if it is present on the TProc command line.
