Disappointing not to find the problem, but at least the solution doesn't involve
having to reboot your PC into en_uk ;-)

Nope. I start a command prompt at TortoiseSVN/Doc and run "nant
buildfile:doc.build potfile" (OSLT, I forget the exact nant syntax). No batch
files of my own. The environment variables I posted were captured from that same
command prompt.

What about xml2po.py? Does it have a mailing list? Have you tried a newer version?

One thing that occurred to me is whether the header strings affect it. The date
in english is always plain ascii, but in German it can contain non-ascii. Does
the first text written affect the file encoding?
