Does not sound like a bad idea. But with the introduction of FreeImage I
think we have almost everything we need in terms of image-loading. I
don't think the effort of creating a generic image-loading plugin
interface is worth it any longer. If some format is missing a
contribution to the FreeImage project might be a better way to solve it.
