Doc .pot file creation

Since we just got a bug report about an invalid TortoiseSVN.pot file, I
looked into it. It seems that the doc .pot files created on your PC are
correct whereas the same files created on Steves, Tobias Schäfers or my PC
contain seemingly broken utf-8 sequences. Compare for instance r6754 and
r6612 of TortoiseSVN.pot.
I am now wondering if that's a coincidence that the German Umlauts are
broken when the pot file is created on a German PC or if you are maybe using
a different version of libxml for python than we do, some env variable or
