Well, I can't really say what HomeSite does different, because I don't
have the code or even HomeSite to test with.
But you can create the registry key (DWORD)
HKCU\Software\TortoiseSVN\Debug
and set its value to something different than zero (e.g. 1).
Then TSVN will show a dialog every time it start up, showing the exact
command line it was started with. Maybe you can find a difference with that.
