1.4.0 is latest?

I have 1.3.5 installed but the website says 1.4.0 is the latest version
and I saw an announcement on this list saying as much. The software
says that 1.3.5 is the latest version and is up to date. Which one is
correct? I suspect the website shows the correct version and some file
just didn't get updated.
