build tortoiseSVN with VC++ Express Edition

Hi,
I have downloaded the source and was just browsing through build.txt.
It suggests that if I build with the Express Edition of Visual Studio, I will not be able to produce TortoiseProc.exe.
I have understood this correctly?
If that is the case, can someone explain why?
