Unable to create BDB repository

Hi,

using the latest nightly I'm unable to create a new BDB repository. I
get the following error:

"Subversion reported an error while creating a repository!
Make sure the folder is empty and not write protected."

I'm sure the newly created folder is empty and not write protected. In
the folder where I tried to create a repository a README.txt file and
an empty locks folder are created.

Creating a FSFS repository works.
