As far as I see (and know from using it) VisualSVN is a binary wrapper
around TSVN, it just calls TortoiseProc.exe and uses its command-line
options.
Feel free to check it out, but since one of the developers is also a
Subversion developer I'd expect there are no licensing issues (I mean,
he should be aware what is and is not allowed).
