I definitely agree.

However, just to complete brainstorming, how about another idea -- if
we want to run hooks from the same working copy, tag the hooks
themselves, i.e. introduce "tsvn:run-this-before-commit" property
(with different name, of course).
Then, every operation which would affect the tagged hook, should run it.
This will require commits and updates from higher directory level for
scripts to run, but may be is an acceptable compromise for some users?
