I agree, but the next fellow will argue that those types of users will
typically also want different hooks set. Are you going to build something
for that too?
No flame intended.

Perhaps it's good to work off some use cases for this whole hooks
functionality, since now it seems that something is being built without an
actual use case in mind, so that discussions like this are... well... very
subjective?
I have an application that could "almost" use the #137 functionality, and
for that I'd be just happy with the C:\Tools\SomeTool folder approach.
