Can you within a company not just agree with each other to have a
C:\Tools\SomeTool folder where I store whatever everybody is doing in their
hooks?

On another note, if the hook is ultimately calling some executable, would
you want to have it in version control? It can be tool heavy, it can also
be something that does not work without being properly installed on the
developer's computer. If he don't have it, just let the hook fail, he'll
soon know what to do or what to get.
