Yes, you are misunderstanding.
Read the comments below the issue itself. They clearly state that the
issue is regarding *client* side hooks. Not server side.
(Btw, why would we have an open issue in the issue tracker for something
that is already in place and working?)

To me it seems like a sensible implementation of client side hooks would
allow you to do exactly what you want.
