Please have a look at:

Maybe that's what you need?

What would that property do? What would its value be and how would it be
used?

You don't need to go to the users list first for such requests. We have
two lists to separate user problems from developers discussions. There
are a lot of user problems which are not development related (setup,
configuration, best practices, "how do I..." type of questions, ...). If
you think you have something that requires to be discussed with the
developers (e.g. new feature, reproducible bug, ...) just go directly to
the dev list.

You can find the developers list at the same place as the users list:

(it's dev at tortoisesvn.tigris.org)
