It's not a bug. It's just that Subversion 1.4 upgrades the format of the
working copy, which makes it incompatible with older clients. That's
just how it is.

If you want Zend to work properly with the new format, you need to
install a newer version for Zend too (as soon as it is available).
Other than that, there's nothing you can do about it, sorry.
