"http://www.tortoisesvn.net/downloads"

correctly points to the download site that also worked earlier today
when collecting the RC1 version for testing.

The correct file name is
"TortoiseSVN-1.4.0.7195-RC1-win32-svn-1.4.0RC1.msi" (for win 32 users)

The rev number suggests you have attempted to access a nightly build,
which is not the actual RC1.
