I have posted this issue to Subversion Mailing list (users@...) and got
answer from D.J. Heap (djheap@gmail.com):
What version are you using? This may have been fixed recently -- I
can't recreate it on trunk. The working copy does gets locked on the
failed update, but cleanup and then re-updating works.

Now, the matter is: I can't check it, because I don't know how to
compile SVN :-(
Is there any chance to get developement-or-nightly build of TortoiseSVN
with updated TSVN library?
