Pardon me for butting in, I'm new here -- have you considered using
the new Google Code Hosting site, particularly their Subversion
repository?

It seems like even just keeping a read-only copy of the repository
there, perhaps updated with some post-commit hook script, would be a
nice way to help further spread some of the bandwidth utilization
around.
