Standard IT solution (that rarely works): Try clearing your browser cache.

Other solutions: I've seen this sort of thing happen with MSI installs
(in particular) if you click "Run" instead of "Save". Download to the
local hard drive then run it directly from Explorer. Make sure the
sizes match the website. If a MD5 sum is available, make sure those
match the EXE using a MD5 comparison tool (plenty of freeware software
out there to do this). Use Firefox if IE is giving you problems.
Download from HEANET (the only one in that list that I actually trust to
[1] have the file and [2] not mess up the download).

If the install still fails after doing all that, you'll have piqued my
interest but it will be unrelated to TSVN and thus off-topic for the list.
