TSVN can commit externals from the same directory together with
other changes in the WC if you multi-select the directories and
choose "Commit" then. I use this feature almost daily with
nested non-external WCs and just tested it with externals.

So the svn API is able to do it if fed with the right input.

BTW: If a nested non-external WC pointing to a different
repository is multi-selected like above, TSVN claims there are
changes in externals... O.K., it's an edge case :-)
